The Former President's Progressive Alarm Misses Europe's True Threat: Technological Stagnation.

The recent US national security strategy offers a misguided view of Europe. It claims that open-border policies and what it terms "progressive" policies pose an existential threat to European civilization. However, this perspective is based on a fundamental misreading of the situation. The actual danger confronting Europe is not cultural but economic and technological lag.

A Glaring Growth Gap Between the US and Europe

Statistics paint a stark contrast. Between 2008 and 2023, US GDP grew by 87%, while a paltry thirteen and a half percent increase for the European Union. During this period, European income per person fell from over three-quarters to just half of the American figure. Strikingly, even Mississippi now has a greater average income than major EU nations like France and Italy.

Today, roughly half of the global top fifty tech companies are American, while a mere four are from Europe.

The Innovation Deficit: The Core Question

The growing economic gap stems from superior efficiency gains in the United States, fueled by technological innovation and higher total factor productivity. The scene of world technology dominance is decidedly US-centric. In the last fifty years, 241 US firms have scaled into enterprises valued at over ten billion dollars, versus only fourteen in Europe.

This disparity prompts a pressing issue: In the race for future industries like AI, semiconductors, and fusion energy, what is Europe stand? Most analysts agree it is essentially a contest between two involving the US and China, with European nations starting at a significant handicap.

Root Causes of the Continent's Technological Lag

Several major factors explain this innovation chasm.

  • Financing Ecosystem: The US boasts a far deeper and agile network for funding startups. Europe has yet to establish a true unified investment market, which caps the growth potential of new firms.
  • Bureaucratic Hurdles: Complex and divided rules hamper Europe. A American entrepreneur can launch a service under one set of laws to access a consumer base of over 330 million. The European Union, despite a bigger population, is split among 27 different national systems, creating significant market obstacles.
  • Mindset Differences: Attitudes toward risk-taking vary greatly. In some EU nations, business failure was once viewed with stigma, whereas in the United States, it is often considered a valuable lesson.
  • Military Investment: The US benefits from a tightly woven academic-military-industrial complex. The continent's chronic underinvestment in military capabilities has weakened its capacity for breakthrough innovation.

A Path Forward: Reasons for Cautious Optimism

In spite of these hurdles, one can find reasons for optimism. Policymakers are growing more conscious of the existential challenge and have started to advance serious reform. Notable reports on European competitiveness and the internal market highlight the need for major reforms.

Given appropriate incentives and rule changes, these assets might enable far greater degrees of business-led breakthroughs.

The continent retains considerable advantages: high-quality workforce, excellent schools and universities, and world-class research institutions. Alongside a large internal market and substantial household savings, these elements have the potential to trigger a surge of investment and entrepreneurship.

Importantly, even if Europe does not become the leader in creating cutting-edge tech, it can still dramatically boost productivity by implementing and tailoring innovations from other regions.

An Inflection Point

Europe now faces a critical crossroads. As the saying goes, decline often happens "gradually and then suddenly". To date, the continent's slide in innovation has been gradual. But, without bold steps to address its structural weaknesses, today's gradual weakening could turn into a sudden and irreversible decline in world influence.
