Congressional GOP Support Trump's Proposal to Overhaul Affordable Care Act

American senators are working through the weekend for the first time since the government shutdown began more than a month ago, but expectations for a cross-party deal on how to end the standoff appeared to diminish as GOP senators proposed a proposal unacceptable to Democrats: scrapping the ACA, called Obamacare.

Growing Impact of Federal Closure

The impact on US citizens from the longest shutdown of the federal government in history worsened on Saturday, as federal workers went without pay, carriers were forced to cancel flights and SNAP benefits have been postponed for 42 million Americans.

President's Proposal from Golf Course

As Saturday's session got under way, Republican senators embraced a suggestion made on social media early Saturday by Donald Trump from his golf course in West Palm Beach, for government payments to be substituted by health savings accounts.

"I am recommending to Senate Republicans that the Billions of Dollars currently being sent to profit-driven Insurance Companies in order to save the ineffective Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump posted.

GOP Support

Several Republican senators praised the plan, which is comparable with a replacement for Obamacare put forward in 2017.

"We're going to replace this broken system with something that is actually better for the patient," one senator stated.

Another senator commended Trump's proposal on social media, and stood next to a large print of Trump's post as he spoke on the Senate floor.

"I'm writing the bill right now," a third senator wrote in reply to Trump's proposal. "We must stop taxpayer money from going to carriers and instead give it directly to Americans in health savings accounts and let them buy the health care they want."

Opposition Response

Opposition senators expressed concerned reactions to Trump's proposal.

"Essentially, Donald Trump's 'proposal' for health care is another calculated attempt to eliminate Obamacare," one Democratic senator commented. "It's the same unsuccessful Republican plan that's been rejected by the public and Congress."

Another senator responded to the censure of insurance companies by writing: "Oh, Trump and the Republicans can't stand how the large insurance companies are ripping-off Americans. Really? In that case I welcome your support for Medicare for All."

Continuing Talks

The Senate went into recess without reaching a solution, but Senate Republican leaders have signaled an willingness to an emerging proposal from a handful of moderate Democrats to terminate the shutdown in return for a later vote on the Obamacare payments.

One Democratic senator, who is leading the talks among centrists, said that Democrats "need another path forward" after Republicans turned down an proposal to restart the government and extend the subsidies for a year.

Another leading Democratic lawmaker persisted in arguing that Republicans should agree to a one-year extension of the payments before discussing the long-term of the subsidies.

"Doing nothing is irresponsible because citizens will go bankrupt, people will lose insurance, people will get more ill," the senator stated in a Senate address. "That's what will happen if this Congress does nothing."

Political Dynamics

None of the Republican senators seemed to grapple with the fact that consumers would still need to buy coverage from the same carriers, or that Republican legislators need the backing of several Democrats to reopen the government, and the concept of repealing and substituting Obamacare with savings accounts is improbable to earn a solitary Democratic vote.

Some observers indicated that the essence of such a proposal would remove the ACA's requirement that insurance companies cover individuals with existing health issues.

After his resort visit, Trump returned to his private club and reiterated on his insistence that Republicans stop seeking agreement and try instead to repeal and overhaul Obamacare with a version of the plan that failed to secure enough support in 2017.
